I played alot of arma before coming to dayz. I will warn you that the arma 2 community is pretty small... good luck pulling them away from already well established servers
I dont have access to that file as I'm on a managed server. I can pretty much access everything except the server startup files. The games current state doesnt warrant spending anything close to the amount needed for an average dedicated box.
This seems to not be sticking for you..
The fallujah map you played on is basically a custom DayZ mod.. Meaning the banned vehicle list is completely different.
To spawn a banned vehicle on a different map theirs 2 ways to do it.
1. rmod
2. Make your own version of that map with those...
!say and !kid work... but the id's dont show up correctly in the userlist.

Really need to get this figured out because I don't wanna give out my RCON...
I'm using this and it's a great tool albeit still has some bugs. ^ is good about responding to support requests tho and this tool is definitely near the top as far as admin tools go.

If you've never played then this is the wrong forum for one thing... 2 pvp is what makes dayz worthwhile, without it it's a buggy mess that makes warz look well built.
Some problems im having..
1. Vehicles spawn EVERYWHERE... middle of fields, middles of forests... In crazy clumps.. Anyway to make it use the world_vehicle coords first then spawn random when they run out?
2. Vehicles spawn with crazy amounts of ammo in the gear (30 stanags).. what lines to...
