If you are hosted at dayz.st and you're using the map to place spawn points, when it asks you "would you like to place a vehicle for this spawn point" click cancel. And as far as the admin tools what does your activate.sqf look like?

When I get close to any vehicle and look at it it will auto repair the vehicle when Look N Repair is disabled... I am using admin tools Chernarus with debug. DayZ 1.7.6.1/103419, refuel script. Everything else with the admins tools works perfectly.
