Why not just create AI groups in the editor and exec the sqf file at server startup. Create a group that patrols Cherno and west,, Eletkro and North, Bernezino and inland., Central stary area, Zelenagorsk area. When they are killed, they are gone until restart.

disable battleye filters by setting them all to log instead of kixk. BE filters dont affect real hackers becauae they have BE bypass. it only makes life tough for you

There is a event in the db that sets default values I thought. You want only new Plyer or whenever Plyer dies?
In the dayz_server.pbo is a file that handles new player spawns and sets default gear. Humanity can be set there.
But the dayz also deletes vehicles in server monitor or sched_ depending on what mod you are running.
If the deletevehicle lines found in the github don't work, the problem must be elsewhere
