Enabling kill messages + care packages with only FTP + MySQL access

I have a server hosted with xstreamgaming.net where I have full FTP + MySQL access. This provider, however, does not offer things like building Bliss to support care packages + kill messages etc. which is kind of a bummer as a lot of my players would like these enabled.

So what I need to know is, if I were to build Bliss locally with these options enabled, could I then replace the files on the server with the ones that were generated locally (and make any database changes)? If this is possible, which files would need replacing?

Correct. If you can get to the same files as in your Deploy folder on bliss. You should be able to run the build.pl on your machine and move them to the server.
