NPC Roaming/Missions (Objectives) for Namalsk

I saw it on another server, such as a C130 has crash landed and then a C130 crash site appears with spawns of NPCs and two gear caches.

Is there any information on here regarding this? I've been looking now for two hours and tried the simple AI tutorial to no avail.

Even the slightest bit of help in the right direction would be greatly appreciated,
